PROBLEM TO BE SOLVED: To improve working efficiency when adjusting a balance between a car and a counterweight of an elevator with no-load. SOLUTION: An average torque calculating device 11 respectively calculates an average value of a torque command value of a steady travel state in lowering operation and rising operation of the car 8 of a no-load state. After finishing travel, a balance torque calculating part 12 calculates balance torque being average torque between an average value of the torque command value in the lowering operation and an average value of the torque command value in the rising operation. A load converting device 13 converts the calculated balance torque into a load value. A weight quantity calculating device 14 calculates a difference between the converted load value and a loading value corresponding to a balance load as a required adjusting quantity of weight of a counterweight 9.
