PROBLEM TO BE SOLVED: To provide a reforming method and a reforming system capable of not only improving fuel efficiency at the time of raw fuel reforming but also making a treatment apparatus of a by-product gas unnecessary, by effectively utilizing a by-product gas generated at the time of desulfurization of a raw fuel. SOLUTION: The method for reforming a raw fuel has a process for obtaining a mixture of a desulfurized raw fuel and a by-product gas by desulfurizing at least one kind of raw fuel of liquid at normal temperature and pressure selected from the group consisting of hydrocarbons and aliphatic alcohols at a temperature of 100-300°C by using an adsorptive desulfurization agent, a process for separating the desulfurized raw fuel and the by-product gas by gas-liquid separation of the mixture, a process for obtaining a mixed gas by mixing the desulfurized raw fuel separated from the mixture, the by-product gas separated from the mixture and steam and a process for reforming the mixed gas using a reforming catalyst.
