PROBLEM TO BE SOLVED: To provide a method for producing a plant-vitalizing agent which is safe and inexpensive and can effectively promote the growth of a plant using chitosan which is a natural marine resource as a raw material, and to provide a method for growing a plant using the plant-vitalizing agent, as strong technical means for the cultivation of agricultural products, labor savings of green area management, and reduction in agricultural chemicals. SOLUTION: The method for producing a plant-vitalizing agent composed of a treatment solution of chitosan includes adding aqueous hydrogen peroxide after irradiating a solution of a chitosan powder with radiation or after dissolving a chitosan powder irradiated with radiation.
