<P>PROBLEM TO BE SOLVED: To obtain a wireless communication system that achieves a communication path switchover which respects a user's desire. Ž<P>SOLUTION: While a mobile phone 3-2 communicating with a base station 22 and a mobile phone 3-1 communicating with a base station 21 communicate using an IP network 2 through the base station 21 or 22, an exchange device 10 performs control of switching a present communication path to a path through the IP network 2 and a mobile communication network 1 when the mobile phone 3-2 is required to perform a handover to a base station 11 by moving and the mobile phone 3-1 can execute communications through the IP network 2 and the mobile communication network 1.
