<P>PROBLEM TO BE SOLVED: To provide a swirl flow type fine bubble generator generating a lot of fine bubbles with diameters of 100 μm or less, and providing stably the fine bubbles by suppressing the pulsation of the swirl flow. Ž<P>SOLUTION: The fine bubble generator 10 includes: a generator body 11 having an inner space 12 with a circularly formed cross section extended along an axis L and perpendicularly crossing the axis L; a liquid introducing part 16 extended toward the tangential direction of a circle formed by the cross section of the inner space 12 and introducing liquid into the inner space 12; and a discharge port 13 opened to one side in the axis L and discharging the liquid from the inner space 12. A backflow preventive plug 30 preventing inflow of liquid from the outside is disposed in the discharge port 13, and at least part of the backflow preventive plug 30 is positioned in an outer side from the discharge port 13.
