<P>PROBLEM TO BE SOLVED: To provide an electrode protecting paint capable of forming a film for protecting electrodes, excellent in mechanical strength and darkness starting characteristics and capable of maintaining sputtering resistance for a long period of time, to provide an electrode protecting painted film, and to provide a fluorescent lamp. Ž<P>SOLUTION: This electrode protecting paint includes a metal oxide containing one or more than two kinds of elements selected from a group of Ce, Nd, Sm, Eu, Gd, Tb, Lu, Yb, Ca and Ba, an inorganic binder, and a solvent, and the inorganic binder includes one or more than two kinds of elements selected from a group of Si, Al and Zr.
