PROBLEM TO BE SOLVED: To provide a tubular lining material for inhibiting concentrated internal bubble generation when restoring work is carried out, wherein the restoring work restores original cylindrical shape from a flat shape in a transport process to the job site after factory production. SOLUTION: A body of tubular lining material 10 includes at least internal and external two layers (10-1, 10-2) and bubble movement is made more difficult in the internal layer 10-1 than in the outer layer 10-2.
