PROBLEM TO BE SOLVED: To provide a commercially advantageous method capable of remarkably evading overcooling at the inside curved part of a preliminary form strand, and to provide a device performing this method. SOLUTION: In the case of a continuous casting method for creating a preliminary form, in particular, a double-T preliminary form, cooling water flowing to the lower part is extruded from the inside curved part of the preliminary form strand (3) via a primary form flange, and, using water nozzles (21, 22) almost positioned from a bar (4) to the respective flanges (5) and (6), and is exhausted by relief water fed out via the water nozzles (21, 22).
