PROBLEM TO BE SOLVED: To shorten the time until the next process execution start. SOLUTION: When there is a job queue waiting for execution, a job queue check table 1200 is prepared from the job queue 500, and the process of swap out/in candidate is determined on the basis of it and the kind of the process stored in the real memory of a DRAM 38. When there is no job queue waiting for the execution, a process execution frequency table 1300 is prepared on the basis of a process execution history table 600 and the kind of the process executed immediately before, the process to be executed next is predicted, and the process of the swap out/in candidate is determined on the basis of the prediction. According to the determination, the swap-out candidate is swapped out from the real memory, and the swap-in candidate is swapped in the region of the real memory made vacant by that.
