<P>PROBLEM TO BE SOLVED: To obtain a video coding transmission apparatus capable of suppressing an information generation rate, that is the code information quantity of variable length coded data per fixed period of time so as not to exceed a designated transmission rate even if a video signal with a high coding difficulty is input successively. <P>SOLUTION: If a data occupancy rate of variable length coded data in a buffer 10 is less than a threshold Th, a latest video signal, in which the number of pixels is converted by a pixel number converter 5, is output to a coder 9 and if the data occupancy rate of the variable length coded data in the buffer 10 is equal to or more than the threshold Th, a repeat video signal is output to the coder 9. <P>COPYRIGHT: (C)2010,JPO&INPIT |
