PROBLEM TO BE SOLVED: To correctly detect a position or the like of a vehicle passing an ETC (Electronic Toll Collection) gate to reduce false decision.

SOLUTION: A first shape sensor 812 (an entrance detection part) detects a three-dimensional shape (an entrance shape) of the vehicle (an object) passing a first gantry (an entrance). A second shape sensor 822 (an exit detection part) detects a three-dimensional shape (an exit shape) of the vehicle passing a second gantry (an exit). A passage decision part 142 decides the vehicle passing the ETC gate (a predetermined area) based on the three-dimensional shapes detected by the first shape sensor 812 and the second shape sensor 822.
