PROBLEM TO BE SOLVED: To provide a transmitter in which a run length is suppressed at a predetermined level or less in a communication system using a multilevel modulation of a 2^n value(n is an integer not smaller than 2) to assure a DC balance. SOLUTION: The transmitter for transmitting data on which a 2^n level amplitude modulation has been performed: separates the objective data for transmission to n pieces of data sequences; performs an encoding process for assuring the run length to one data sequence out of n pieces of data sequences, to generate a conversion data sequence; controls to invert or not to invert one specific data sequence to generate an intermediate data sequence, so as to assure a DC balance to an output voltage to be used this time on the basis of candidate data; determines a constitutional bit constituting the intermediate data sequence as an uppermost bit; and performs the 2^n level amplitude modulation on each of symbols of n-bit-length to which each bit in each of the data sequences other than the specific data sequence is added as a subsequent bit.
