PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor reducing a leakage current, and also to provide its manufacturing method. SOLUTION: The solid electrolytic capacitor 20 has an anode 1 consisting of niobium or niobium compound; a dielectric layer 3 covering the anode 1; a cathode layer 4 covering the dielectric layer 3, and a cathode lead layer 5 covering the cathode layer 4. The cathode layer 4 consists of a metal having a work function of≥5eV, or a metallic compound having electric conductivity, and thereby the height of a barrier wall formed at an interface between the cathode layer 4 acting as a cathode and the dielectric layer 3 is increased, so that leakage current is reduced.
