<P>PROBLEM TO BE SOLVED: To notify a user of the charge state of a battery and the like accurately while suppressing the power consumption of an on-vehicle battery. <P>SOLUTION: A drive power supplying part 34 supplies AC power to a monitor part 35, when AC power is supplied, and supplies DC power from a low-voltage battery power acquisition part 33 to the monitor part 35, when AC power is not supplied. A high-voltage system abnormality detection part 37 of the monitor part 35, detects abnormality of commercial AC power and a high-voltage battery 16. A low-voltage system abnormality detection part 38 detects abnormality of a low-voltage battery 22. A display control unit 40 supplies its driving power to a display part 14, and makes the display part 14 display the charge state of the high-voltage battery 16, and caused charging failure and the like. A LAN communication part 41, after connecting to a personal computer, informs it of information on the charge state of the high-voltage battery 16, caused charging failure and the like.
