<p><P>PROBLEM TO BE SOLVED: To provide a vehicle controller and a vehicle control system, preventing a driver from being bothered and performing proper control. <P>SOLUTION: The vehicle controller 2 includes: an infrastructure information reception part 21 for acquiring positional information of the stop lines of a plurality of lanes; an arithmetic operation part 29 for calculating a difference between the maximum value and minimum value of a distance from a vehicle M to the stop line on the basis of the acquired positional information of the plurality of stop lines; a determination part 30 for comparing the difference between the maximum value and the minimum value with a threshold, and determining whether intervention control for temporary stop is required or not, and a target stop position setting part 31 for setting a target stop position when the intervention control is required.
