PROBLEM TO BE SOLVED: To provide a floor heating device capable of easily storing allowances of hot water tubes. SOLUTION: The floor heating device includes: the hot water tubes 38, 40 where hot water from a heat source machine is made to flow; a heat radiation panel body 6 having heat radiation tubes 22, 24 for radiating heat of hot water; and a header 28 for interconnecting the hot water tubes 38, 40 and the heat radiation tubes 22, 24. The heat radiation panel body 4 includes: a hot water mat 6 having the built-in heat radiation tubes 22, 24; a finishing material 10 installed on the surface side of the hot water mat 6; and a thermally conductive sheet 8 interposed between the finishing material 10 and the hot water mat 6. The heat radiation panel body 4 further includes: a header storage recessed part 26 for storing the header 28; and tube storage recessed parts 44, 46 communicated with the header storage recessed part 26. At least part of the allowances 48, 50 of the hot water tubes 38, 40 extended within the header storage recessed part 26 is stored in the tube storage recessed parts 44, 46.
