<P>PROBLEM TO BE SOLVED: To enable a settlement terminal to be in an operable state without allowing an e-money payment settlement company to deliver information of settlement processing security of e-money payment settlement to the manufacturer of the settlement terminal. <P>SOLUTION: Preparation processing is executed between a center device 2 of the e-money payment settlement company and a server 1 of the manufacturer of the terminal in advance via a network 7 so that the center device 2 acquires "center information 35 encrypted with a terminal sharing key A(Kct)" and store the information, and the server 1 acquires "terminal information 25 with a center secret key D(Kcc)" and store the information. The server 1 side causes the settlement terminal 10 to store the encrypted terminal information 25 etc. and ships the terminal 10. After shipped and installed on an arbitrary shop etc., the settlement terminal 10 performs encrypted communication with the center device 2 via the network 7, and acquires an intermediate code 31 and security data 32 as information of settlement processing security and stores the acquired information.
