<P>PROBLEM TO BE SOLVED: To make a nuclear power plant resistant to the crash of a jet plane loaded with fuel fully. Ž<P>SOLUTION: The bottom of a reactor building is covered with embankment 1013. The reactor building covered with the embankment 1013 is wrapped with a big-end-down widening cone made of a heatproof material. The outside of the big-end-down cone is encapsulated with a lattice basket 1023 set up integrally. An accumulation gutter 1005 is laid on the bottom of the embankment 1013, and a guide dike 1006 is laid from the accumulation gutter 1005 to a reservoir 1007 with the top cover to collect the splattered and accumulated jet plane fuel in the reservoir 1007.
