<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that prevents soiling of a base with foggy toner, by using transparent toner, or the like, even when a non-tacky adhesive intermediate transfer body for transferring a toner image by means of an electric field is used, without being limited by a tacky adhesive intermediate transfer body. Ž<P>SOLUTION: The image forming apparatus includes a color image forming means for forming color images with a color toner; an intermediate transfer body 26, to which the color images 53, formed by the color image forming means, are primary-transferred; a secondary transfer means, by which the color images 53 transferred to the intermediate transfer body 26 are transferred to a recording medium all at once; and a special toner image forming means by which a special toner image 51 constituted of a transparent or white toner, in an amount that exceeds the transfer limit of the secondary transfer means is formed in an image non-forming area 50 of the color images, and the special toner image 51 is transferred to the intermediate transfer body 26 after the transfer of the color images 53 thereto.
