<P>PROBLEM TO BE SOLVED: To provide a surface coated cutting tool with a hard coating layer exerting excellent chipping resistance and wear resistance in heavy cutting work of a material to be cut having high welding performance. Ž<P>SOLUTION: On a surface of a tool base comprising tungsten carbide group cemented carbide or titanium carbon nitride group cermet, a complex nitride layer of Al, Ti, and Si having an average layer thickness of 2-10 μm is formed as (a) a lower layer by vapor deposition, and a composition tilting type complex oxide layer of Al and Si having an average layer thickness of 1-3 μm is formed as (b) the upper layer by the vapor deposition, wherein when an average composition over an entire upper layer is represented by a composition formula: (Al<SB>1-X</SB>Si<SB>X</SB>)<SB>2</SB>O<SB>3</SB>satisfies 0.01≤X≤0.3 (X value is an atomic ratio), and a Si content proportion at the upper layer has a tilting composition that reduces from a lower layer side toward an upper layer surface, and an Xsurf value indicating the Si content proportion at the upper layer surface satisfies 0≤Xsurf≤0.05 (Xsurf value is an atomic ratio).
