<P>PROBLEM TO BE SOLVED: To provide a two-stage variable displacement vane pump capable of bearing an excessive eccentric load on a cam ring. Ž<P>SOLUTION: In the vane pump 100, a driving shaft 1 is rotatably supported by a pump body 10 through a bearing, a rotor 2 connected to the driving shaft 1 to be rotated, a vane 3 supported by the rotor 2 so as to reciprocate in a radial direction, and a cam ring 4 wherein the vane 3 slides on an inner periphery are provided, and a pump chamber 7 formed by the cam ring 4 and the vane 3 is expanded and contracted to discharge working fluid with rotation of the rotor 2. The cam ring 4 includes a first discharge region 4b for discharging the working fluid in the pump chamber 7 and a second discharge region 4c for changeably discharging the working fluid in the pump chamber 7 to fluid pressure equipment or reflux the working fluid to a suction side.
