PROBLEM TO BE SOLVED: To develop a technology capable of avoiding damaging a belt-like work, when starting rotation of a pulley, by eliminating looseness of the belt-like work, when stopping sending-carrying operation of the belt-like work, in a work sending-carrying device used for pitch carrying of the belt-like work. SOLUTION: The work sending-carrying device 10 and the pulley 30 have a driving pulley 20 and a driven pulley 30, and are provided so that the driven pulley 30 has an inside rotary body 31 synchronously rotated with the driving pulley 20, a ring-shaped outside rotary body 32, and a spring 33 elastically deformed by relative rotation to the front side in the rotational direction to the inside rotary body 31 of the outside rotary body 32 and elastically energizing the outside rotary body 32 to the rear side in the rotational direction, and the outside rotary body 32 is integrally rotated with the inside rotary body 31 by pressing a torque receiving part 34 arranged in the outside rotary body 32 by a torque transmission part 312 projected on the inside rotary body 31.
