<P>PROBLEM TO BE SOLVED: To minimize occurrence of a situation wherein communication is disabled even when the electric wave environment changes. Ž<P>SOLUTION: A communication circuit 11 and a communication antenna 12 communicate wirelessly with a base station of a mobile telephone network. A control section 10 generates an evaluation score of the electric wave environment, based on an R value of CPICH RSCP and an E value of Eb/N0 when the communication circuit 11 receives electric waves from the base station. The control section 10 compares the scores of its own terminal and other terminal, and forms a group wherein it becomes a master terminal when the score of its own terminal is larger than that of the other terminal, and it becomes a salve terminal when the score of the other terminal is larger than that of its own terminal. When the control section 10 becomes a master terminal, it sends the SIM information of its own terminal and the slave terminal to the base station and collectively registers the positions in units of groups. When it becomes a slave terminal, it sends the SIM information of its own terminal to the master terminal and refers to a base station channel using the position registration information sent from the master terminal.
