PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image formation method allowing short-time print operation without executing process control even when power is turned on a long time after power-off. SOLUTION: The image forming apparatus includes: a voltage detection circuit 3 which detects whether power is supplied from a commercial AC power source 2; an RTC (Real Time Clock) 13 which measures the time elapsed from the end of an image forming operation; an electric storage device 17 which can be charged and discharged; a process control part 15 which controls execution of the process control for adjusting image quality of an image to be formed; and a process control factor monitoring part 14 which monitors states of the voltage detection circuit 3 and the RTC 13, and outputs storage power of the electric storage device 17 to the process control part 15 when it is determined that power is not supplied and it is determined that the time elapsed after the end of the image forming operation exceeds a predetermined time.
