PROBLEM TO BE SOLVED: To guide the departure time in a sudden travel stop point in which the travel is suddenly stopped without imposing a special operation or a burden. SOLUTION: A server calculates route information to a destination on the basis of a start place, a via place, the destination, and a desired arrival time set or input by a user. An on-vehicle information apparatus calculates a predicted arrival time to the destination on the basis of the route information calculated by the server and the current position of a vehicle. The server obtains an allowable stay time from the difference between the predicted arrival time calculated by the on-vehicle information apparatus and the desired arrival time, and transmits departure time guidance information to a mobile information terminal after the elapse of the allowable stay time.
