PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine not deteriorating startability of the internal combustion engine by securing operation voltage of the control device. SOLUTION: The control device operates with electric power supplied from a power supply comprising at least a generator driven by the internal combustion engine mounted on a vehicle, and controls opening of a sub-throttle valve through energization to a sub-throttle motor operated by electric power supplied from the power supply. The control device determines whether the vehicle includes a battery in addition to the generator or not (S22), and determines based on the determination result whether energization to the sub-throttle motor is permitted or not (S24, S30).
