PROBLEM TO BE SOLVED: To solve such the problem that insolubilization performance of a heavy metal varies when mixing fly ash containing the heavy metal and a chelate chemical agent. SOLUTION: In the method of treating the fly ash, after mixing the chelate chemical agent and water in the fly ash, by mixing them under pressurization, the heavy metal in the fly ash is insolubilized with excellent reproducibility, and the production amount of harmful gas during treatment is reduced further. As pressurization mixing, the repetition of stress load≥0.03 MPa and≥0.2 MPa further by hammer hitting or the like can be illustrated. When the carbodithioate of piperazine is used as the chelate chemical agent, treatment performance by the pressurization mixing is especially improved, and the production amount of the harmful gas is substantially reduced.
