PROBLEM TO BE SOLVED: To finely crush soil in a short period of time by devising a method for crushing the evacuated soil. SOLUTION: A rotary mill 2i of a crushing device 2 agitates flushing water and the soil by an agitating blade 20g, and generates a water flow outward so as to circulate the flushing water and the soil in a storage vessel. A fixed mill 2h makes the circulated flushing water and the circulated soil flow in from inflow ports 2m and 2m. An uneven surface 22q of the rotary mill 2i and an uneven surface 22p of the mixed mill mash the soil flowing in from the inflow ports 2m and 2m.
