PROBLEM TO BE SOLVED: To detect turnover of people in an image which is continuously picked up. SOLUTION: A face image acquisition part 123 continuously acquires face images of a player around a game machine. A simple feature amount extraction part 102 extracts a feature amount of the face image and registers it to a collation feature amount table 103. A dictionary feature amount table 104 time serially successively registers face images registered to the collation feature amount table 103 in timing preceding just for a prescribed period. A similarity calculation part 151b of a one-to-one collation part 151 calculates similarity between a plurality of face images in the dictionary feature amount table 104 and a face image in the collation feature amount table 103 respectively and stores it to a collation result table 107 as a collation result successively in timing preceding just for the prescribed period. A collation result check part 106 determines turnover of players by comparing the collation result stored to the collation result table 107 with a prescribed condition.
