<P>PROBLEM TO BE SOLVED: To provide a wet type color image forming apparatus and wet type color image forming method that stably performs primary and secondary transfer regardless of an image to be formed. Ž<P>SOLUTION: The wet type color image forming apparatus and wet type color image forming method include: a first developing means for developing a latent image on an image carrier by using a liquid developer prepared by dispersing a color toner into an electrically neutral solvent; a primary transfer means for transferring a toner image, formed on the image carrier, to an intermediate transfer body; and a secondary transfer means for transferring the toner image, transferred to the intermediate transfer body, to a printing medium. The apparatus and method further includes, between the first developing means and the primary transfer means, an electricity removing means for removing electricity from the image carrier by emitting light thereto, and a second developing means for developing a transparent toner dispersed in the electrically neutral solvent.
