PROBLEM TO BE SOLVED: To provide a membrane and other substrate which exhibits water pervaporation property, which can be easily handled and manufactured and has high cost efficiency. SOLUTION: A drying polymer substance includes a hetero-phase polymer composition including two or more polymers, wherein at least one of the two or more polymers contains a sulfonic group and the tube is adapted to pervaporate a fluid. The fluid can include water, water vapor or both. A process for preparing the drying polymer substance adapted to pervaporate the fluid (water, water vapor and the both) includes: mixing at least two polymers for producing the hetero-phase polymer composition, wherein at least one of the two or more polymers can contain the group adapted to be sulfonated; and processing the polymer blend into a desirable form.
