A method and an apparatus for mobile terminal submitting measurement report and acquiring the speed state of mobile terminal are provided in the present invention. The method includes the following steps: setting the hysteresis threshold or/and hysteresis time of the mobile terminal submitting measurement report, or setting the measurement cycle submitted to upper-layer or/and the sampling cycle of physical-layer of the mobile terminal; acquiring the speed state of the mobile terminal; adjusting the hysteresis threshold or/and hysteresis time of submitting measurement report to the hysteresis threshold or/and hysteresis time corresponding to the speed state, or adjusting the measurement cycle submitted to upper-layer or/and the sampling cycle of the physical-layer to the measurement cycle submitted to upper-layer or/and the sampling cycle corresponding to the speed state. The invention solves the problem that the mobile terminal can not submit measurement report timely in different speed states resulting in dropping off the online service. The embodiment of the present invention is mainly used in the process of wireless network submitting measurement report.
