The system has a matrix with electrical conductors that form rows (B1-B8) and columns (A1-A4) of the matrix. Diode temperature sensors (2) are connected with the rows and columns of the matrix. Two of the diode temperature sensors form a pair of sensors and are assigned to each other such that a local heat flow flowing in a region of the sensor pairs is determinable. A heating and/or cooling device and the individual pair of sensors are together arranged on a substrate, a printed circuit board or a conductor foil. An independent claim is also included for a method for measuring and/or regulating heat flows.
