An image processor which judges whether a cover is mounted or not to a license plate. The image processor is provided with a calculation part which calculates the color feature value of a predetermined area in the surface of the license plate from the color photographic image of the surface of the license plate; and a judgment part which when the color feature value shows a color shown while no cover is mounted, judges that no cover is mounted to the surface of the license plate but judges that the cover is mounted to the surface of the license plate when the color feature value does not show the color.
