The system (2) has three energy converters, where one of the energy converters is arranged in an upper end of a base body. Another energy converter e.g. hydraulic motor, converts an energy temporarily stored in the energy storing device and generates a mechanically rotational energy. A protective housing is located in a surface or a ground or on a platform or cover of a vessel and protects operator and the system. The energy converters and energy storing device are arranged under a base of the base body in a closed housing.
