The embodiments of the present invention disclose a method, apparatus and system for allocating carrier. The method is used in a scene that a terminal performs cell handover, and the method comprises: detecting a forward wireless environment where the terminal lies; updating the carrier allocation for the terminal when the forward wireless environment satisfies an update condition. By the embodiments of the present invention, in a handover scene, the data transmission can arrive at an optimal status when the terminal moves to the edge of a cell.
