A method and an apparatus for receiving and sending message are provided. The method includes sending area information which indicates the destination area of a notification message to terminals during the sending process of the notification message. In the embodiment of present invention, the area information is added in reception information of the notification message or in the notification message, wherein the area information indicates the applicable area of the notification message, namely, the notification message is only valid to terminals in the applicable area. By this way, the embodiment of present invention enables the network side to control the destination area of sending the notification message, avoids receiving the notification message by plenty of unrelated terminals, and relieves the load of network and terminals.
