This invention is to generate a coded moving image data exhibiting a higher coding efficiency and a higher image quality. For a plurality of coding parts using respective different coding parameters to compression-code the same moving image data, a control part (300) controls those coding parts such that locally decoded images having the same playback time point and based on an intraframe coded image, which is first coded within an image group (e.g., GOP), are identical to one another in all of the coding parts. Based on the coding results of the coding parts, a selection determining part (301) determines, as data to be selected, one of coded moving image data as coded by the coding parts for each image group. In accordance with a result of that determination, a selecting part (400) selectively outputs one of the coded moving image data from the coding parts. At this moment, the output switching position is immediately before a forward interframe prediction coded image that is the first to appear in the image group in the coded moving image data outputted from the coding parts. |
