PURPOSE: An indicating device and a method for a disaster area are provided to transmit disaster position information to a management center and a disaster prevention center since a monitoring person easily carry the device. CONSTITUTION: A GPS receiver(110) receives measurement position information from a GPS satellite. An azimuth measuring unit(120) measures and collects the azimuth of a disaster spot based on the measurement position. A central processing unit(130) receives the measurement position information and azimuth and transmit them to a server terminal through wireless telecommunications unit.
