PURPOSE: A device and a method for forming a steel plate are provided to automatically produce thick steel plates by successively bending both ends and the center part of the steel plates. CONSTITUTION: A method for forming a steel plate is as follows. A steel plate member wound by a coil loader(2) is loaded in an initial position. The wound steel plate member is unwound using a coil leveling device(4). The width of the steel plate member is cut using a side trimming device(6). Both ends of the steel plate member are bent using both wing forming devices(8). The center part of the steel plate member is bent using center refractors(200,500).
