PURPOSE: A treatment and skin care device is provided, which minimizes loss of drug or cosmetic components and controls disease condition of intestines of the human body. CONSTITUTION: A treatment and skin care device comprises: a vibration cap which forms a vibration generator(30) consisting of an ultrasonic wave oscillator, a vibration device, and a small-sized vibrating motor and is fixed in the outer circumference of the treatment and skin care device; and an adhesive layer(240) which forms an energy outlet hole and attaches a microneedle plate having an energy penetration hole.
