PURPOSE: A common volatile corrosion inhibitor, a rust-free paper therewith, and a manufacturing method of the rust-free paper are provided to be cost-efficiently and environmental-friendly manufactured without using an organic solvent. CONSTITUTION: A common volatile corrosion inhibitor is composed of composite triazole 5~30 weight%, composite amine salt 8~40 weight%, and solvent 30~75 weight%. The composite triazole is composed of benzotriazole 40~60 weight% and aminotriazole 40~60 weight%. The composite amine salt is composed of organic acid amine salt 40~60 weight% and fatty acid amine salt 40~60 weight%. The solvent is composed of hexamethylenetetramine 1~10 weight%, alkaline earth metal or sodium carbonate 5~35 weight%, and water 60~90 weight%.
