PURPOSE: A sludge collection and discharge apparatus is provided to maximize sludge discharge efficiency by discharging water of 40% and sludge of 60%. CONSTITUTION: A sludge collection can(100) has an opening on one side of the upper side thereof. A controller transmits driving and stopping signals to a driving reducer(200) and a vibration motor(300). The driving reducer includes a built-in motor and is connected to a rotation shaft(220) according to the driving of the motor when the driving signal is transmitted from the controller and the motor is driven. A down rotation wing(242) is installed on the rotation shaft and is contacted with the rotation shaft. One or more up rotation wings(244) are arranged in the down direction of the down rotation wing and are contacted with the rotation shaft. A rotation wing unit(240) includes a guide rotation wing whose one side is combined with the other side of the down rotation wing and the other side thereof is combined with the other side of the up rotation wing. A vibration motor is installed on the other side of the upper side of the sludge collection pipe. A driving motor is connected to a driving shaft to open and close a valve when the driving signal is transmitted from the controller.
