<P>PROBLEM TO BE SOLVED: To provide a process for manufacturing a fluoroelastomer. Ž<P>SOLUTION: An aqueous microemulsion is obtained from a perfluorinated alkane sulfonic or carboxylic acid or salt thereof, a liquid fluorinated monomer containing a cure-site, and optionally an inert liquid and highly fluorinated hydrocarbon compound. The aqueous microemulsion may be formed by mixing together water, the perfluorinated alkane sulfonic or carboxylic acid or salt thereof, optionally the inert liquid and highly fluorinated hydrocarbon compound, and the liquid fluorinated monomer having a cure-site.
