PROBLEM TO BE SOLVED: To provide a charging roll and a charging device, which have good electrostatic chargeability and little change in shape and electrical properties due to aging and suppress the occurrence of harmful substances particularly even when used and stored under high temperatures and high humidities; and to provide a process cartridge and an image forming apparatus provided with the charging roll. SOLUTION: The charging roll is in contact with a body to be charged while voltage is applied and electrifies the body to be charged. An adhesive layer 32, an elastic layer34, and a surface layer36 are formed sequentially on an outer periphery of an electroconductive support 31.
