PROBLEM TO BE SOLVED: To provide a heat exchanger and an air conditioner using the same, capable of reducing air-side pressure loss, having high in-pipe heat conductivity, and having high workability and manufacturing performance by using an elliptical or flat circular heat transfer pipe, providing an inner peripheral face of a return bend with the shape same as an outer peripheral face of the heat transfer pipe, and forming the outer peripheral face into the circular shape. SOLUTION: This heat exchanger is a fin tube-type heat exchanger, and includes the U-shaped return bend 4 connecting end sections of the heat transfer pipes 3. The heat transfer pipes have the elliptical or flat circular outer peripheral faces, the inner peripheral face of the return bend is formed into the shape same as the outer peripheral face of the heat transfer pipe, and its outer peripheral face is formed into the circular shape.
