PROBLEM TO BE SOLVED: To obtain a composite beam which enhances workability in the construction of the composite beam and also enhances fire resistance by virtue of resistance to transfer of heat to a web; and to obtain a building. SOLUTION: The composite beam 14 includes an H-shaped steel 18 as a beam, web concrete 30 which is constructed on both sides of the web 24 of the H-shaped steel 18, and a through-hole 26 which passes through the web concrete 30 and the web 24 and which has an inner peripheral wall made of concrete. This constitution enhances the fire resistance of the composite beam 14 by bringing about the resistance to the transfer of the heat to the web 24 in case of fire, because the inner peripheral wall of the through-hole 26 is made of concrete and the web 24 is not exposed. Additionally, since even the inner peripheral wall of the through-hole 26 is made concrete by placing concrete to form the web concrete 30, a fire-resistive covering does not have to be separately applied to the inner peripheral wall after the formation of the through-hole 26, and the workability in the construction of the composite beam 14 is enhanced.
