<P>PROBLEM TO BE SOLVED: To improve the certainty of overcharge detection by properly ensuring an opportunity of self-diagnosis for abnormality detection by an overcharge detection device provided on an on-vehicle secondary battery. <P>SOLUTION: When a self-diagnosis trigger is generated at the end of vehicle driving (S100), it is determined whether a cell voltage is in a self-diagnosable voltage range (S110). In the case that it is determined that the number of cases in which the cell voltage is lower than the self-diagnosable voltage range is more than a predetermined number Nth (S150), and that the opportunity for self-diagnosis is missed due to the cell voltage, a request for changing an SOC target value SOCr of the battery in the next vehicle driving is generated (S160).
