PROBLEM TO BE SOLVED: To provide a power system monitoring controller that automatically prepares an accident report by associating capture information of a capture device provided at an operating console with accident information. SOLUTION: The power system monitoring controller includes: a network 001 for transferring power system information and signals to control power system equipment, a monitoring control section 100 which communicates with the network 001, and the capture device 003 which periodically captures the operating console 002. The monitor control section 100 includes: the operating console 002 displaying a state of a power system, a storage device 004 storing image information captured by the capture device 003 and an accident recovery procedure and the accident report processed by the monitoring control section 100, and a printer which outputs the accident report stored in the storage device 004. The monitoring control section 100 determines an accident in the power system from information on the equipment and prepares the recovery procedure of the accident.
