PROBLEM TO BE SOLVED: To provide an access method which does not need complicated processing such as registration beforehand, third party authentication, charging, settlement, etc. in order to use open network functions by a communication common carrier. SOLUTION: In the access method of the service provider base, a network function gateway server 0104 of the communication common carrier, includes: a unit for executing at least one of the network functions based on the request sent from an xSP common carrier server, and responding the execution result to the xSP common carrier server 0116; and a unit for charging to a subscriber corresponding to the xSP common carrier in accordance with the number of times the network is used.
